II.1.5) Short description of the contract or purchase(s)

The Group wishes to procure the services of a contractor to provide a day to day maintenance and repair service for our West Region (Wiltshire, Oxfordshire, Buckinghamshire, Hampshire, Surrey, Dorset, Berkshire, Gloucestershire). The service includes the provision of a reactive repair service, routine works and planned woks. Contract – the resultant contract for this requirement will be for a potential 10 year period (5 plus 5 years). The initial term contract will be for 5 years, and will contain break clauses for the Group and provider. The contract will also contain the option for a further 5 year extension period by agreement. Pricing changes – the contract will be costed through an agreed maximum price (AMP) system. Further details available within the PQQ document. It should be noted that the Group reserves the right at its absolute discretion to revert to a schedule of rates payment methodology at any time. Requirenment changes (volumes and area) – the group may amend the number of properties within the contract package and also retain the option to add additional geographical areas into the contract packages or establish.additional or alternative contract packages (e.g. undertake work in other Group regions). Contract premises – the group will offer the winning bidder dedicated office facilities for the management of the contract at below market rent. We feel that use of these facilities significantly improves the relationship with and the performance of the successful bidder. II.2) QUANTITY OR SCOPE OF THE CONTRACT

II.2.1) Total quantity or scope

Provision of a reactive repair service, routine works and planned woks across our west region (includes Wiltshire, Oxfordshire, Buckinghamshire, Hampshire, Surrey, Dorset, Berkshire, Gloucestershire). Covers approximately 9 156 day to day jobs per annum and 450 voids repair works per annum across 4 214 properties. Our units vary in type from listed buildings (houses) to modern high rise residential blocks. Excluding VAT 16 000 000 GBP

II.2.2) Options

Yes description of these options: 1) Renewal – the resultant contract for this requirement will be for a potential 10 year period (5 plus 5 years). The initial term contract will be for 5 years, and will contain break clauses for the group and provider. The contract will also contain the option for a further 5 year extension period by agreement. 2) Pricing changes – the contract will be costed through an agreed maximum price (AMP) system. The group will set a maximum number of jobs (with a tolerance level e.g. +/- 10 %) for all works. However, the group reserves the right at its absolute discretion to revert to a schedule of rates payment methodology at any time. 3) Requirement changes (volume and areas)- the group may amend the number of properties/ jobs within the contract package (at any time) and also retain the option to add additional geographical areas into the contract packages or establish additional or alternative contract packages (e.g. undertake work in other group regions). VI.4.2) Lodging of appeals

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the address in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
