Grade II-listed building could make way for apartments

PART of a Grade II-listed building in Clitheroe could be demolished and apartments built on the site if a planning application is approved.

Ribble Valley Council has received an application for the former factory, based in the Primrose Works, to demolish two mill buildings and convert a third workshop into 14 apartments.

The plans, submitted by Lodematic Ltd, also include a car park for up to 33 cars and a refuse building to store up to 18 bikes plus a secondary two-storey building which would provide four further apartments.

Five letters of objection were received by the council to the plans on the grounds of the loss of trees, inadequate parking, increased noise disturbance, disruption during demolition and drainage and rainwater run off.

Originally built in 1787 as a spinning mill, the site was converted to a printworks in 1810 and Lodematic ran the site from 1954 before recently moving to a new site on the Pendle Trading Estate in Chatburn.

A spokesman for the applicant said the building would have its modern windows sealed up and its original ones reinstated.

Clitheroe Town Council made no objections to the plans providing traffic issues relating to a bend on Primrose Road were addressed and the developer was required to make a financial contribution towards the cost of dealing with existing problems associated with a weir.

A spokesman for the applicant in a letter to the council said: “The conversion of the building to residential use will also reduce the amount of heavy goods vehicles using Primrose Road and lead to an improved noise environment for future residents of the adjacent Montgomerie Gardens development.”
