Syed Shah, of Papworth Everard in Cambridgeshire, has applied to Breckland Council to turn the 150-year-old Tanner House, in Tanner Street, into nine single-bedroom flats.
Mr Shah bought the building from Norfolk County Council at auction on July 10 last year for £262,000. According to his application, the building’s use as offices and an education centre had already stopped at that point.
The application, entered by Jonathan W Burton Architectural Design on behalf of Mr Shah, states that the development would not have any “direct impact” on the listed building, with “minimal external changes” planned.
A small single storey rear extension would be added, within the external walls of the building.
The application also states there will be “no social impact” on nearby neighbours, which include the Riversdale Centre and Thetford Methodist Church.
If approved, it is hoped the flats would be completed within 18 to 24 months of permission being granted.
Mr Shah was contacted by the Times, but did not respond to a request for a comment.
