WAYNESBORO, Pa. — When a blog recently named Waynesboro and Chambersburg boroughs among the best places to retire in Pennsylvania, the mayors living there weren’t surprised.

Waynesboro Mayor Richard Starliper is a retiree who enjoys seeing friends at events like Renfrew Park concerts and the annual Chocolate Extravaganza.
