Listed buildings could make £5m

A HISTORIC hall, listed barracks, derelict toilets and a day centre are all among Derby City Council-owned properties and land that may be sold by April 2016.

The authority has drawn up a list of 58 properties for “disposal” with the aim of generating £5 million in sales receipts and saving nearly £3 million a year on maintenance.

It had previously said up to 80% of the buildings it owns or leases could be disposed of to save cash.

On the list is grade two listed Allestree Hall, a former barracks built in 1859, two long-shut public toilets in Sinfin and Chellaston and Wetherby Day Centre, which the council confirmed, last December, would be shut.

The “disposal programme 2013-16” is set to be confirmed by the council’s cabinet at its next meeting on Wednesday.

The authority said this did not mean all the buildings on the list would be sold.

Council leader Paul Bayliss said: “It doesn’t mean that, if they are on the list, we will definitely be selling them, but we need to give ourselves the power to dispose of them as part of the process.”

Mr Bayliss said it was not the best time for selling commercial property and that the council’s partners “may wish to use the buildings in a different way”.

Chief executive Adam Wilkinson said it was possible the buildings and land on the list could be sold but that the authority’s aim was to “stimulate the market, not flood it”.

He said the authority would look to auction off some of the property and to “enhance their value” by doing things like removing covenants. He said the target was to dispose of Allestree Hall “by mid-2014, subject to consultation” but that there was no bid currently on the table.

The hall dates from the 18th century and, in 1864, was donated to the local parish and villages by the last of its wealthy owners.

It has been empty since the 1980s, apart from one section, used by adjacent Allestree Golf Club.

Mr Bayliss said: “Whatever we bring forward has got to incorporate some facilities for people from the golf club. That’s certainly part of our considerations.”

He added: “It has been subject to many attempts to do something with it.

“The big challenge with bringing listed properties like this into commercial use is that there are restrictions on what changes you can make to the building.”

He said the two toilet blocks had been closed for some time but that a previous failed effort to turn the Sinfin Lane site into a shop hinted at what they could be used for.

Mr Bayliss said the council would be looking to “engender some further use” for the former Derbyshire Rifle Volunteer Barracks, in Rowditch Place.

The grade two listed building is known as a rare and well-preserved example of a local volunteer barracks.

Councillors agreed the closure of Wetherby Day Centre but promised the date would be flexible after an outcry from families of those who attend. Mr Bayliss said: “It’s on an industrial estate so it would make sense to use it for what it was originally intended for – some sort of light industry.”

He said the building included the Inspire Unit for people with high needs and the building would not be disposed of until this had been moved to the city’s new swimming pool complex, set to be complete in 2015. The council has 1,500 premises across the city, including 340 from which it delivers services.

But it says that number must be reduced over the next three years in the face of cuts to its grants from the Government, which have left it needing to save £62 million.
