The State Council approves the Zhongguancun National Innovation Demonstration Zone Development Plan (2011-2020) with the goal of developing it into a global center of innovation for science and technology.

According to the plan, Zhongguancun will play a strategic role in improving capacity for innovation and set an example for other science parks in China.

With the implementation of the “One plus Six” system, Zhongguancun integrates resources and inspires innovation among its companies and research institutions.

Enterprises in the Zhongguancun Science Park generate more than 1,900 billion yuan ($301.9 billion) in revenues, an increase of 20 percent over 2010, with 75 billion yuan spent on RD. The number of patent applications and authorized patents grows about 30 percent.

Fifteen ministries and Beijing municipal government jointly release guidelines on building Zhongguancun into a national talent zone by 2015.

The Zhongguancun Exhibition Center opens to receive guests. More than 200 major companies demonstrate their latest high-end products and services, including integrated circuits, the Internet of Things, cloud computing, mobile communications, intelligent transport, spatial information services, new energy automobiles and smart grids.

The science park’s authorities reduce or waive taxes totaling 490 million yuan for 503 small and micro companies. Various approaches to financing are created to fund small startups.

The number of listed companies in Zhongguancun surpasses 200 and the number of companies listed in the Share Transfer Agent System at the Shenzhen Stock Exchange surpasses 100.

To help resident companies to become listed, the administrative committee signs strategic cooperation agreements with the NASDAQ and the exchanges in New York, Hong Kong and Shanghai.

As the birthplace of the TD-LTE communication standard and headquarters of China’s three major telecom operators, the science park has formed an industry cluster for mobile Internet. It is also home to Internet giants Baidu, Sina and Sohu, as well as China’s best-known digital hardware brands Lenovo and Aigo.

More than 6,000 companies along the mobile Internet industry chain gather in Zhongguancun, employing about 400,000 workers.

Baidu ranks No 1 on Forbes magazine’s “Top 10 Internet Websites outside the United States”. Sina Corporation is listed at No 6.

BOE Technology’s 8.5G TFT-LCD line begins mass production in September, illustrating the Chinese mainland has the ability to produce large LCD panels, beginning a new era in the domestic industry.

The number of registered users on Sina Weibo, China’s most popular microblogging website, hits 280 million by the end of December. About 1,000 government offices and 30,000 businesses open accounts at Sina Weibo.

Sina Weibo becomes one of China’s most influential platforms for information exchange.
