How should the General Assembly finance the infrastructure projects listed in this bill?

In this week’s editorial, we focus on an Illinois Appellate Court’s ruling that the $31 billion capital bill was unconstitutional. Part of the funding for this bill was to come from video gambling machines. The General Assembly must have a backup plan for this bill if the Illinois Supreme Court does not renew the legislation.
