The key proposed changes to the scheme include:the introduction of a two-tier anti-siphoning list, with different requirements attaching to the different tiers; some additions and deletions to the current anti-siphoning list; the introduction of “must offer” obligations; and the extension of anti-siphoning restrictions to new media providers.
